About terms

The words “archive” and “archives” are words commonly used to indicate buildings housing official documents, but here they take on the broader meaning for records repositories collectively. Institutions and organizations with the function of collecting content, such as materials and works that exist as social, cultural, and academic information sources, and that process (systematize), store, and provide those sources. Archive institutions include universities and research institutions, businesses, civic groups, and local public organizations in addition to cultural institutions such as museums, fine arts museums, libraries, and records repositories. In addition, archive institutions also include institutions and organizations with limited provision functions that are not intended to be open to the public.

長期保存の観点から、古いシステム向けに作られた電子情報の継続的な利用のために、その電子情報の再生に必要な技術的環境を新しいシステム上に実現することをいう。パソコン用ソフトウェア等の電子情報の利用には、ハードウェア・OS・アプリケーション等、特定の再生環境が必要であるが、その寿命は短く、電子情報は利用できなくなってしまうおそれがある。エミュレーションは、最新の技術環境の上で、古い技術環境を再現することで電子情報の利用を図るものである。

インターネットを通じて広く公開されており、商業利用も含めて、目的に応じた活用可能な条件が明示され、手続を要せずに提供されるデータが第三者に自由に利用できるようになっている状態をいう。本ガイドラインでは、CC0、PDM、CC BY、CC BY-SAをオープンな権利表記として扱う。

A “user” is an individual who makes use of various data in the data archive. Aside from “archive institutions” using data for their own objectives, users can include general users, IT engineers, creators, and a variety of institutions, organizations, and individuals. Making data “open” allows a variety of uses to become conceivable, such as holding of electronic exhibitions, providing VR sightseeing apps, using contents for educational purposes, building emergency management portals, and using data as learning data or research subject data for artificial intelligence (AI), etc.

様々な分野のコンテンツのメタデータを検索・閲覧・活用できるプラットフォーム。「知的財産推進計画2015」において、その構築の必要性が掲げられ、「知的財産推進計画2017」では、「国の分野横断型の統合ポータル「ジャパンサーチ（仮称）」」の構築を2020年までに目指すとされ、2020年8月に正式版が公開された。国全体の取組として、内閣府知的財産戦略推進事務局が庶務を務める委員会の方針の下、国立国会図書館が開発・運用・連携調整を担当している。

索引や検索用に用いられる構造化された語彙集を指す。意味的に関連がある単語間の関係性をリスト化し、情報を統制して検索効率を上げるためのもの。例えば、「シェイクスピア」と「シェークスピア」では表記が異なるが、同じものとしてまとめられている。

電子行政オープンデータ実務者会議の議論等を踏まえて作成された各府省ウェブサイトの利用規約のひな形。2014年6月19日に各府省CIO連絡会議で第1.0版が決定された。データの活用がより一層進む環境作りに向けて、2015年12月24日の各府省CIO連絡会議において、第1.0版の改定版となる第2.0版が決定された。第2.0版はCC BY4.0と互換性をもつ。

“Coordinator” refers to institutions that fulfill the roles and functions equivalent to the “aggregator” of the European electronic library portal site, , “Europeana” and the “hub” of the American portal site “Digital Public Library of America” (DLPA). Coordinators aggregate and provide metadata in fields and local communities through APIs, among other means. Coordinators are responsible for the role of standardizing metadata, controlling specialized terms (managing dictionaries, authorities, and thesauruses), supporting the preparation of metadata in communities and the creation of digital content, providing infrastructure for long-term guaranteed access, and for forming user communities. In some cases, a single organization may be responsible, or responsibilities may be shared with administrations, NPOs or universities.

A body of mechanisms that collects, stores, and provides a variety of digital information resources. The digital information digital archives handle is not limited to “digital content”, but also covers “metadata”, which describe information related to the details and locations of “content” containing analog media materials and works, and “thumbnails”, which are scaled-size versions of content.

デジタルアーカイブに関わるあらゆる活動を指す。すなわち、アーカイブ機関等がデジタル情報資源を収集・保存・提供するだけでなく、一般ユーザ等がデジタルアーカイブを閲覧して楽しんだり、様々な用途に活用したりすることも含む。

デジタルアーカイブによって、日々生み出される様々なデータが共有され、誰でも簡単にアクセスができ、さらに日常的に利活用できるように二次利用条件が整備されていることで、誰もが新しいコンテンツを生み出せる社会。

著作物の保護期間満了や創作性の不存在などの理由により、当該作品を誰もが自由に利用できることをアーカイブ機関等の第三者が示すツールである。

物理的な物体からなる空間、すなわち現実空間やそこにある物体を表すために用いられる。しばしばデジタルの対義語であるアナログと同じような意味で使用される。

長期保存の観点から、デジタルデータの新しい媒体への移行や、現在の環境に適合したファイルフォーマットへの変換を実施すること。保存媒体の劣化、ファイルフォーマットの旧式化や利用環境（ハードウェア及びソフトウェア）の世代交代といった課題に対し、デジタルデータの利用可能性の維持を目的として行われる。

「デジタルオブジェクト識別子」のことで、コンテンツの電子データに付与される国際的な識別子のことをいう。永続性が担保された識別子が、コンテンツにアクセスするための所在情報（URI）と紐づけられ、リンク切れを防ぐことができる。ＤＯＩの登録機関は、世界に10機関あり、そのうちの１つがＪａＬＣ（ジャパンリンクセンター）である。

ウェブサイトで公開されている画像データやそれに付与された様々な情報を一定のルールで取り出して共有できる国際的な画像の相互運用規格をいう。

「図書館及び関連組織のための国際標準識別子」のことで、図書館をはじめ博物館、文書館などの類縁機関に付与される国際的な識別子のことをいう。日本の国内登録機関は国立国会図書館が担当し、国内のISIL付与及び管理を行っている。

「ジャパンリンクセンター」のことで、同センターは、DOI財団から国際的な識別子であるDOI登録機関（RA）に認定された日本で唯一の機関。事務局を科学技術振興機構（ＪＳＴ）が務め、国立国会図書館を含む4つの国内学術機関で共同運営している。

ウェブ上でのデータの共有・利用を促進するための技術の総称。

そのデータが自由な二次利用が可能である場合は、Linked Open Data（LOD）という。

データの自動収集によってメタデータを交換するためのプロトコル。条件を細かく設定して一括して大量のデータを取得できたり、差分収集ができたりする等のメリットがある。

デジタル情報の長期保存アーカイブシステムに関する環境、機能コンポーネント、情報オブジェクトを記述する枠組みで、国際標準規格（ISO14721）になっている概念モデルである。デジタルコンテンツをその周辺情報と一体的に管理する「情報パッケージ」の概念や長期保存アーカイブシステムが備えるべき6つの機能エンティティ（受入・保管・データ管理・運用統括・保存計画・アクセス）等を定義している。
